Separate and unequal.

I suspect that's the phrase you're looking for, even if you haven't provided us with a list of phrase choices.   After the Civil War and prior to World War II, blacks in America had acquired a measure of civil rights, but they had not attained truly equal status with white Americans.  And many "Jim Crow" laws, as they were called, compelled blacks to stay separated from whites in society.

separate and unequal give me brainliest becuase i actually asked please

Explanation:

Black Americans were not treated well in American society prior to World War II. This is in large part due to laws and court cases that shaped American society. A perfect example of this is the Supreme Court case Plessy vs. Ferguson. In this case, decided in 1896, it was decided that there could be "separate but equal" facilities for blacks and whites in American society. Even though it was supposed to be "separate but equal" this was not the case. Blacks often went to schools with less resources and inferior buildings than white students.

Along with this, there were laws in the Southern states that limited the rights of blacks. A perfect example of this would be a poll tax. This tax was necessary in order to vote. Thousands of black citizens could not afford this tax, leaving them powerless.

Intergrated but uneqaul
After slave labour, americans found itself with a problem of intergrating blacks into the system, but the main headaches after 1920's was the question of equality, that led to emergence of rigorous activism.

Separate and unequal.

One of the changes that occurred after World War II was an executive order signed by President Harry Truman in 1948, which prohibited racial discrimination in the US Armed Forces.  Eventually, this led to integration of the military.

The 1954 Supreme Court decision in the case of Brown vs. the Board of Education began the integration of schools in America.

Further changes for black Americans gaining civil rights would follow as the civil rights movement progressed in the 1960s.
