B. Its scarcity because much of the middle east is a very arid desert region and rainfall only occurs very rarely throughout the year. Sometimes as low as 2-5 times a year.

The reason it is so important is because in those countries the water is not clean enough to drink.

The value of the water is it has minerals in it to make it so valuable but also it's all they have.
