Question:

Political parties are primarily defined in which of the following ways?
a) candidate
b) a state
c) a law
d) an issue

Answers

I would say, candidates as the option "a law" and "a state" would not apply.

The correct answer is D. An issue :)

A republican is often defined as a conservative, and a democrat is also known as a liberal.

B) - no, parties function in many states.
C) - no, they can have as their goal to change a low or to introduce a new law, but this is not central to parties
A) - now, this can happen for some parties, such as "John Smith for president party" but not for all parties: sometimes true

D - this is the best answer : the issues can be migration, abortion, etc.

D. An issue, political parties are defined by the issues they find important

I find that the most fitting answer is d) -Political parties are defined by the issues they find important (such as economic freedom for example). It is possible that they're solely founded to support a candidate, but not all parties are, and I think that the best generalisation is an issue (see for example the Green Parties)

I think the answer to this is B because it deals with the public and a state is a public it deals with people.

Political parties have always been defined by differences on particular issues, such as economics, immigrations, religion, etc. Many think the party system should be done away with for this reason.

Well, in general, world-wide I would say that the best answer is D.  - political parties unite people who have the same views and would like to promote these views exercising political powers.

On a local scale, the parties need to follow laws (and in some countries, the law might only allow one party) and they might even only exist to support a certain candidate (but usually it's the other way: the candidate represents the party).
